Premeditated and planned attack says HRC Interim Report
[03 Nov 2000]

The Human Rights Commission (HRC), in it’s Interim Report on the incident at Bindunuwewa Detainees camp in Bandarawela said it was consistent with a premeditated and planned attack.

The report was based on interviews with the Police and survivors.

“There was no evidence of any avert agitation or collective protest against the camp or its inmates by the residents. Relations between the camp inmates and residents had not given cause for any concern prior to these incidents,” says the report.

Meanwhile conferences were held in Talawakele and other areas affected by Bindunuwewa incident by high-ranking officials to defuse the tension and start immediate rehabilitation measures on a directive by President Chandrika Bandaranaike Kumaratunge.

A delegation including Secretary to the President, K. Balapatabendi and Minister S. B. Dissanayake held talks with the affected parties.

The affected persons explained to the officials the circumstances in which the incident turned out to be a communal issue in the affected areas, where all communities have lived in harmony in decades.

They said a few elements with political ambitions were responsible for the unfortunate event.
