In her policy statement to Parliament on Thursday, President Chandrika Bandaranaike Kumaratunge will disclose the substance of the negotiations between the LTTE and Norwegian envoy. According to Presidential Secretariat officials the government would keep all parties in Parliament informed of the Norway talks with the LTTE leader Velupillai Prabakaran. When asked whether the proposed all party talks were meant to discuss a new constitution, the spokesman said the parties could decide whether to improve the previous one or to bring a new constitution. Meanwhile according to government authorities the appointment of a Deputy Defence Minister would be delayed for some time, but a Deputy Finance Minister was likely to be sworn in soon.
