In his discourse "Peace through change: the British devolution experience," Hain said, "I am convinced that both the government's insistence upon the territorial sovereignty of the whole island, can be secured. But for that to happen the shooting must stop and the talking must start." "Compromise, difficult decisions and tough choices will be needed, some painful. This is a time for boldness, vision and strong leadership. The Sri Lankan people deserve no less from their leaders, both Sinhala and Tamil," Deputy Foreign Secretary noted. Sharing his own experiences in similar situation in the United Kingdom he noted that the formula developed for Northern Ireland could be useful and relevant in Sri Lankan context, as well. Referring to Norwegian facilitation, Hain said, "The role Norway is playing in facilitating that dialogue is very important. Britain completely supports their efforts, and stands to help, if asked by both sides." Hain said solution to the Sri Lankan Tamil problem consisted in according substantial "political rights" to Tamils, and added the territorial integrity of Sri Lanka must be respected. Meanwhile, Deputy Foreign Secretary met Minister of Constitutional Affairs and Industrial Development Prof. G. L. Peiris, Minister of Foreign Affairs Lakshman Kadirgamar, Minister for Trade Rauff Hakim and TULF MP Joseph Pararajasekaram yesterday.
