A quota ensuring that each farmer will receive a fair share of irrigation water, is to be introduced soon, Irrigation and Water Resources Management Minister, Sarath Amunugama said. Answering queries from farmers who felt that the new policy would limit their use of water, at a conference last Friday, the Minister added that all water available in the country including ground water belongs to the government. " It is the responsibility of the government to manage these resources in an efficient and equitable manner," he added. However, the Minister assured that the government would not bring in any water tax " no matter what the World Bank recommendations are."
