President Speaks to Jaffna civilians

“The government’s highest priority was to end Sri Lanka’s most destructive war that has wrecked havoc and generated mush sadness in the North,” addressing the people of Jaffna, President Chandrika Bandaranaike Kumaratunge said yesterday.

The President emphasized that the only way to reach that goal was for the two warring parties to agree to end the war. She expressed the government’s readiness for a ceasefire if the LTTE was willing to begin negotiations, though the latter had not up to now agreed to this.

There serve no purpose in having a ceasefire likes the ones that the LTTE had agreed under the UNP government on two occasions, and under the present government in 1994-95.

“It is only for the LTTE to prepare to come back and continue the war, it is only because the LTTE is weak, that they want to get some time to get stronger in order to kill some more,” President Kumaratunge added.

Referring to measures adopted by the government, she said, “About ten laws have been brought in by our government in the past six years to ensure the human rights of persons. In addition, the rights of the Tamil people of this country has also been ensured, the President noted.

A new constitution would be brought for the purpose of guaranteeing the rights of the minority people and also for the devolving of political power to the regions where they live, President said.

The government had also brought forward an accelerated the development programme for the North, she said, adding that the government had reduced transport costs of food items and fuel from approximately US$ 30, for per ton, which is half the cost.

The President reiterated the fact that which this was the only country in the world, which was providing food to the terrorists with whom, the government was at the same time fighting.

However the LTTE had stubbornly refused to participate in any discussion that would guarantee the rights of the people, President quoted as saying.
