Last January, the federal Court of Appeal in Canada upheld the deportation of Manickavasagam Suresh, alleged to be a member of the LTTE, saying that those who raise money for terrorism are as culpable as those who actually plant a bomb and should be deported regardless of the consequences. Manickavasagam Suresh was serving as co-ordinator of the World Tamil Movement and Federation of Association of Canadian Tamils when he was arrested in 1995. Meanwhile the Canadian Security Intelligence Service (CSIS) revealed that Suresh had been sent to Canada in 1990 under the guise of a refugee to monitor the crucial Canadian arm of the Tamil Tigers' global fundraising network. CSIS claimed that Suresh had " procured material, some of which may have military application. " A decade ago the Tamil Tiger fundraising ' octopus ' had every facility to drain money from Tamil citizens living in Canada under the humanitarian banner and engage in other numerous illegal operations such as drug trafficking, arms transfers, terrorism and money laundering. There had been incidents where these fundraising activities were carried out with the participation of some of the Canadian Parliamentarians. The LTTE, which is a veritable chameleon, currently faces a desperate situation as many countries have proscribed the LTTE. Hence, fundraising campaigns to energise the military machinery is not an easy task as it once used to be.
