Elections Commissioner Dayananda Dissanayake who appeared before a committee studying local government reforms has suggested a Chinese model to be incorporated into the electoral system. Committee sources quoted Elections chief as saying that under this system, people of an electorate could recall their representative with the submission of a petition signed by half the voters if they were not satisfied with him or her. The electoral system should be changedproposebeyond the by-election system to enable people to recall their elected representative, he said adding that this system was in use in China and some other countries. The member could be removed on three grounds- election through fraudulent means, corruption or in efficiency.
