UNP to expedite Independent Commissions Bill

The opposition is now proceeding with the preparation of the final draft for the establishment of the four independent commissions, UNP Deputy Leader Karu Jayasuriya said yesterday.

UNP is prepared to present the bill to parliament shortly in consultation with other political parties. Two weeks ago the draft bill prepared by the opposition was presented in parliament.

Since it is necessary to strengthen the democratic institutions of the country, the joint opposition is fundamentally in agreement on the establishment of the four commissions, the UNP deputy leader said.

The UNP also expects to present the draft bill to the public to gain wider consensus on the matter.

The draft bill proposes the establishment of independent commissions, for the judiciary, elections, the police and the public service. It also envisages the establishment of a constitutional council comprising the Prime Minister, the Opposition Leader and the Speaker.

The constitutional council will carry out the responsibility of appointing the four commissions, the Attorney General, the Inspector General of Police, the Ombudsman and the Director General of the Bribery and Corruption Commission.

Meanwhile the Government has appointed a select committee under the chairmanship of Minister Rauff Hakeem to look into the appointment of independent commissions.
