Government servants should fulfil duties irrespective of party politics -CBK

President Chandrika Bandaranaike Kumaratunga looks forward to revamp the public service.

 
 

The biggest challenge faced by the government is to translate its vision into a process of implementation through the six-year action plan, President Chandrika Bandaranaike Kumaratunga said yesterday.

She was addressing senior public servants at a discussion titled: "The Role of the Public Service and Development Challenges of the 21st Century" in Colombo.

President Kumaratunga stressed that government servants should fulfil their duties to meet the aspirations of the government and the people honestly, irrespective of party politics.

She pointed out existing shortcomings in the public service and said that a six-year action plan has been devised for the first time in the post-independence political history of Sri Lanka to evaluate the development process.

As an initial step, the Government will soon issue a circular to all secretaries to attend fieldwork on two days of their five-day week. They should thereafter submit progress reports to the Ministers in charge for evaluation of progress. The officials are empowered to take decisions and implement them and in order to meet the set development targets.

The President said: "Sri Lanka is one of the third world countries which has one of the highest educational standards and the public servants of this country are capable and intelligent."

Meanwhile President Kumaratunga said that a salary hike of even upto Rs.150,000 a month would be possible for Ministry Secretaries inspite of the war, provided the productivity improves.

President further pointed out that it is high time for restructuring of the public service to meet the challenges and the demands of the 21st century. She also stressed the need for senior public servants to acquire specialised management skills to revive the paralysed anatomy of the public service.
