Draft constitution to be finalized within two weeks : UNP Leader pledges support
[21 Jan 2000]

The People's Alliance Constitution Committee yesterday chaired by President Chandrika Banadaranaike Kumaratunga at Temple Trees decided to discuss the new Draft constitution clause by clause within next two weeks to expedite the proposals and bring them to Parliament, officials revealed.

According to the Daily New, the People's Alliance General Secretary, Agriculture and Lands Minister D.M. Jayaratne has said that future discussions would be held under an agenda based on various subjects in connection with the devolution of power. After discussions a Draft Constitution would be presented to the United National Party, the LTTE and other political parties.

The Island said the President told yesterday to the committee that she had received a letter from the UNP and Opposition Leader Ranil Wickremasinghe expressing support to implement a new constitution.

According to the Daily Mirror, political sources have revealed that the PA constitutional committee had welcomed the Opposition Leader's letter and that there would be a positive response to it.

Yesterday's Daily Mirror quoted Mr. Ranil Wickremasinghe as saying "We will extend our support to successfully bring your proposal in Parliament. Our stand is that this problem cannot be successfully solved by the process you intend to resolve this issue. But since you don't have any other solution we would not block the process".

However, the President told the committee that she was in the process of studying the Opposition Leader's communication, said The Island. The Opposition Leader had also told the parliament on Wednesday that his party would support constitutional reforms if the government consulted all parties to place a new constitution that would be acceptable to those parties.

The government has also decided to abandon the plan to proceed with the Crossover Bill, reported The Island. The government is now in the process of seeking the required majority in the House through a dialogue with all political parties represented in Parliament.
