New security regulations to control LTTE infiltration to Colombo
[26 Jan 2000]

In order to prevent potential LTTE suicide bombers and other infiltrating Colombo and other southern areas from Batticaloa, new security regulations are to be imposed with effect from February 15, police sources revealed yesterday to The Island.

Security authorities have decided to implement new regulations since investigations had revealed that almost all LTTE activists involved in recent bomb attacks had hailed from Batticaloa.

Batticaloa SSP Upali Hewage said yesterday to The Island that all suicide bombers and others involved in the bomb attacks at places such as the Town Hall, Prime Minister's office, the Joint Operations Command, Maradana and Dalada Maligawa had come from Batticaloa.

Mr. Hewage also revealed that bombings of transformers, Telecom cabinets and exchanges were also conducted by youths from Porathiu, an uncleared area near Batticaloa. These youths had infiltrated the south by posing as jewellery craftsmen.

According to Mr. Hewage security authorities at a meeting in Minneriya had decided to enforce this new regulation from February 15th.

Already specimen leave application forms had been handed over to the Government Agent Batticaloa A.K. Pathmanathan by Mr. Hewage. People who wish to leave Batticaloa would have to lodge an application with the authorities in order to obtain clearance for their departure. This application with a recent photograph of the applicant would then be forwarded to the Divisional Secretary through Grama Sevala Niladhari for final clearance.

All applications should be made a fortnight before the scheduled date of travel.
