Tamil, Muslim MPs oppose against new security regulations to control LTTE infiltration to Colombo [28 Jan 2000]

Tamil, Muslim MPs especially representing the East have started to oppose against the proposed security scheme to restrict movement of the population of the Batticaloa area in order control LTTE infiltration in to the city and its suburbs, political sources said yesterday.

     The scheme includes two separate systems to control people living in areas under security forces and the LTTE control.

     According to officials the security forces have proposed a permanent pass or a certificate to be issued for people living under their control. But for those who are living under the LTTE control would have to obtain a written approval from police everytime they want to leave the district.

     The new regulation was decided to be implemented since investigations have revealed that almost all LTTE activists involved in recent bomb attacks had hailed from Batticaloa posing as normal civilians.

     However, the proposed system similar to the one currently operating in Vavuniya, has received complaints from Tamil and Muslim MPs.

     The Tamil United Liberation Front (TULF) Batticaloa district MP Selvarasa opposed the security measure saying that they have been aimed at restricting movements of people living in the district particularly those who live in uncleared areas.

     However, police and military authorities insist that they have been compelled to adopt these tight security measures to combat the threat posed by the LTTE. Since it has been revealed from several interrogations who had been captured by the security authorities from the massive search operations that the majority of the LTTE suicide cadres hailed from Batticaloa district. It has also been revealed that incidents such as Telecom and transformers bombings were also conducted by youths from the same area who have managed to slip in to the southern.

     The LTTE regularly infiltrate areas under government control, mainly in the Batticaloa to target police and security forces making civilians also victims of their malicious attacks.

     TULF has sought to secure the support of Sri Lanka Muslim Congress, to protest against proposed moves.
