Canada to deport terrorists "even if they face torture"
[17 February 2000]

In a precedent-setting ruling in the Suresh Manikkawasagam case, the Canadian Federal Court of Appeal has said that Canada has a right to protect itself from known or suspected terrorists, and that they can be deported even if they might face torture in their home country.

In handing down the ruling, the presiding judge said that those who freely choose to raise funds to sustain terrorist organisations bear the same guilt and responsibility as those who actually carry out the terrorist acts.

Well-known LTTE supporter Barbara Jackman had appeared in the January 20th case representing Mr Manikkawasagam.

Ms Jackman said she would file an appeal in the Supreme Court against the judgement, and for a stay of deportation pending the appeal.
