The PA
and the UNP continued their fifth round of talks on constitutional reforms
yesterday at Temple Trees, and agreed upon the introduction of the
executive committee system in the proposed regional councils as a means of
providing a more democratic an meaningful devolution. The
meeting was held under the chairmanshio of President Chandrika Kumaratunga
and the PA delegation comprised Ratnasiri Wickremanayake, Dharmasiri
Senanayake, Indika Gunawardane, Batty Weerakoon and M.H.M. Ashraff PC. The UNP
delegation comprised Opposition Leader Ranil Wickremasinghe, Karu
Jayasuriya, Gamini Athukorale, M.H. Mohamed, K.N. Choksy, Tyronne Fernando
and Mahinda Samarasinghe. A joint
communiqué issued by the two parties stated that the delegations
concentrated on exploring avenues of strengthening the constitutional
manner of functioning of the Regional Councils. Such strengthening would
enable the regional councils to make more effective the implementation of
the devolved power. The
Executive Committees will make proposals for consideration by the Board of
Ministers. Where such proposals are not acceptable to the Board of
Ministers, it was considered necessary that the Executive Committee will
be informed so that the matter could be raised in the Regional Council. The
respective Ministers will be chairmen of the Executive Committees. Every
member on the council will function on one Executive Committee. The
delegations agreed that this procedure would make devolution more
democratic and meaningful. The discussions will continue next week at Temple Trees.
