US State Department accuses LTTE for murdering hundreds of civilians
[31 Mar 2000]

The US State Department in a report on Sri Lanka 1999, held the LTTE responsible for killing both Tamil and Sinhala civilians in the North and South in public executions, tied to lamp posts.

The report states that LTTE's self-appointed Kangaroo courts after finding Tamil civilians guilty of various offences of their own description carry out public executions and tie their bodies to lamp posts.

It also gives a description about how the LTTE killed their own injured cadres who became a big burden to them in battle fronts and in their camps. These merciless killings were also done by the LTTE in order to prevent their capture by government troops.

"On November 2, unknown assailants shot and killed Ramesh Nadaraja, a Tamil Member of Parliament of the Eelam People's Democratic Party (EPDP) and the editor of a weekly Tamil language newspaper. No individual or group claimed responsibility for this attack by year's end; however, some persons speculated that the perpetrators targeted Nadaraja either because of his affiliation with the government or in an attempt to suppress freedom of expression," the report revealed.

"On November 14, a grenade exploded close to a political meeting held by the Opposition United National Pert (UNP) prior o the December Presidential elections. One person was killed in the attack and about 35 others were injured. No one claimed responsibility for the incident".

"The LTTE continued to commit extra judicial killings including both targeted attacks and bombings. On March 9, a bomb planted by LTTE insurgents exploded in a bus in Colombo, killing one person and wounding more than a dozen others".

"In April, an LTTE bomb exploded on a bus in Kandy, killing two persons and wounding fifteen others. On July 14, a bomb planted by LTTE insurgents in Batticaloa killed two civilians and wounded as many as twenty nine others. On July 26, LTTE insurgents opened fire on the Ranga Hotel in Vavuniya, killing two Security Force members and three civilians".

"On August 11, the LTTE detonated claymore mines in Batticaloa, killing nine persons and injuring thirty. On September 2, the LTTE allegedly killed the vice president of PLOTE and two other persons in a claymore mine bombing".

"On September 18, members of the LTTE killed more than fifity civilians, including women and children, with hatches and guns, close to Amparaj. This attack allegedly was in retaliation for the Air Force bombing on September 15, on an LTTE camp at Mulaitivu. On December 18, an LTTE suicide bomber attempted to assassinate President Kumaratunga at a rally three days before the presidential election. The bomb slightly injured the president. Justice Minister Peiris, and few other persons, and killed the preparator and thirteen other persons, including a Deputy Inspector General of Police, Colombo".

"On December 18 an insurgent affiliated to the LTTE allegedly also bombed a rally of the UNP, killing 11 and injured 43".

"The LTTE also targeted pro-government Tamil groups. For example on May 29 an LTTE suicide bomber targeted Ganesh Kumar, leader of the Razeek group; Kumar was killed and nine civilians were injured in the North".

Military officials have already revealed the confessions made by Tamil civilians living under the LTTE rule, about the agony they undergo in the hands of the LTTE. The numerous hardships they suffer occasionally drive them to the government controlled areas, and the refugee camps in the North and East are filling up with desperate Tamil civilians day by day.

According to political analysts, internal conflicts have erupted within the LTTE it self, driving them to suspect the people under them. The heavy restrictions on food and items, heavy tax payments, by force conscriptions, innumerable investigations, torture, execution are only a few things the Tigers imposing among the civilians under their rule.
