Glider German seek millions for violation of rights

The German engineer who was arrested last month in connection with the manufacture of a prototype motorized glider has filed a fundamental rights application claiming Rs 20 million as compensation for his alleged illegal arrest and detention.

The petitioner, Uwe Becker of B Two Engineering (Pvt) Ltd., a BOI company, of Negombo said he had incorporated his company and was the Managing Director.

He had entered into an agreement with the Board of Investment (BOI), in 1996 and had invested about Rs. 30 million in setting up the industry.

Mr. Becker said a glider was an apparatus used mostly by sportsmen to descend gradually in controlled flight and was similar to an aircraft with an engine.

He said he was engaged in manufacturing an apparatus called "A motorized para glider" which was a motorized tricycle cabin to which a para glider was attached.

Sky Sports Lanka (Pvt) Ltd., had requested him last year to manufacture a prototype of a tricycle cabin of fibre glass.

According to him, he had sent a letter last month to the Air Force Commander at the request of the Chairman of the BOI seeking approval to conduct a test flight of the prototype.

After his arrest on March 14 he had been detained at the police station until March 17. He was then produced before a Magistrate and bailed out.

However, Mr. Becker claimed that after he was bailed out he was constantly harassed and was questioned continuously by the Terrorist Investigation Department.

Mr. Becker is seeking Rs 20 million as compensation for the violation of his rights.
