PA, UNP decide to keep primary functions under central government

The People’s Alliance and the United National Party, which met without their two leaders, yesterday and took up subjects and functions to be devolved in the regional councils as contained in the government’s proposals on constitutional reforms, a government communiqué confirmed.

According to the communiqué, it was agreed that while devolution should be made as meaningful and effective as possible, the primary governmental functions of importance should be retained in the central government.

Several items contained in the regional list of the government’s draft were agreed to and matters relating to land, finance, foreign borrowings and police powers of the regions will be taken up at the next meeting.

The delegations also discussed subjects and functions contained in the reserved list to be exercised by the central government.
