The delegation of the People's Alliance and the United National Party continued their discussions on the government's draft constitutional proposals of October 1997, presided over by Her Excellency the President Chandrika Banadaranaike Kumaratunga at Temple Trees today, a joint communiqué issued by the PA and the UNP said. The press release further stated : The delegation continued their discussions with regard to the situation and functions to be devolved to the regions (regional list) and those that would be reserved for the central government (Reserved List). The two lists contained in the government's draft proposal of October 1997 were examined to ensure that questions affecting the Region are effectively left for decision by the Regions. Where formulation of national policy is involved in any particular subject, the decision would lie with the central government. The delegations, thereafter, took up for discussion the draft chapter on state land, waters and minerals contained in the government's proposals. The draft proposals on these matters that have emerged from the discussion between the Peoples Alliance and the Tamil parties and the proposals put forward by the UNP were also considered. Both delegations recognised the importance of this subject in the formulation of the new Constitution. In view of the importance of this issue it was decided that a sub committee of the two delegations considers the subject fully and reports its recommendations at the next meeting of the two delegations scheduled for next week. The PA delegation comprised of ministers Ratnasiri Wickramanyake, D.M. Jayaratne, Dharmasiri Senanayake, Indika Gunawardane, Batty Weerakoon, A.H.M. Ashraff P.C. The UNP delegation comprised of UNP leader Ranil Wickremasinghe, Deshabandu Karu Jayasuriya, Gamini Athukorale, Ronnie De Mel, M.H.Mohamed, K.N. Choksy P.C, Tyronne Fernando, Mahinda Samarasinghe. Mr. K. Balapatabendi, PC, Secretary to the Her Excellency the President and Dr. Jayampathi Wickramaratne, Consultant to the Ministry of Justice, Constitutional Affairs and Ethnic Affairs, and Senior Assistant Secretaries to the President Messrs W.B. Ganegala and I.H.K. Mahanama were also present at the meeting.
