"Some parents have reported to us that their children have been recruited," said Colin Glennie, UNICEF's representative in Sri Lanka stating that the LTTE had reneged on a two-year-old promise not to recruit children under 17 to fight in their war against the government. He has also told Reuters that UNICEF knew the LTTE were recruiting children for the war. The LTTE had yet to announce measured to prevent children being recruited despite a promise made to the UN special representative on children and armed conflict, Olara Otunnu, during his visit in 1998, he said at the launch of the UN Progress of Nations report. "Until they announce to their own people that they have measured to prevent children below 17 years being recruited, we cannot take their promise seriously," Glennie said.
