President assures ratification of new constitution

President Chandrika Bandaranaike Kumaratunge yesterday said that the General Election will be held after passing the new constitution and in a peaceful condition.

Addressing the members of the Sri Lanka Administrative Service (SLAS) at the BMICH, the President said the present parliament will be dissolved at midnight on August 24 without remaining in power for even a moment longer.

The General Elections will be held according to the democratic constitutional process.

She asked members of the SLAS to act impartially and assist the government to hold a free and fair election.

This government did nor hurt officers who directly supported rival politicians to campaign against it. "We let them remain in the posts and continue working with us. A few officers were transferred to different places. Even such transfers were made after consulting them and we acted so humanely", President Kumaratunge said.

"Therefore I ask you all to be unbiased and assure a free and fair poll during the next General election. Do not obstruct opponents during the election as well as the PA", she asked.

She asked certain politically motivated officers in the SLAS not to place stumbling blocks in the way of the government in achieving these targets of peace and plenty in the country.

President Kumaratunge said that the Government was fighting the war against a most brutal terrorist group in the world, which was funded by international sources including narcotic dealers, international racketeers and contract killers. But the Government is now determined to fight the war to an end soon, while implementing the proposed political solution.

The LTTE will be isolated in such an environment where the just rights of the minority communities are entrusted politically and legally. "We all have a responsibility to end this era of killings, bombs and suffering soon. And we should not pass such a bleak future to our offspring", President Kumaratunge added.

A new management planning system has been introduced after President Kumaratunge took over the Finance Ministry as well as the new system is being introduced gradually to every state institution to increase productivity. "Public service officers should also be switched on to this new technological phenomenon from the outdated system, gain knowledge, information and training and keep pace with the new world. Then only they can guide people towards a modern world with better living conditions”, she said. 

“Demands and win modern facilities on technology, master them and use them to implement the firm policy strategies to reach the Government’s development goals”, President Kumaratunge said.
