What the unp says through its election manifesto
[04 September 2000]

The election manifesto of the UNP, for the forth coming Parliamentary General Elections, unveiled plans of negotiating with all political parties, including the Liberation Tigers of Tamil Eelam (LTTE), and religious groups, in order to settle the crisis in the North and the East.

According to the manifesto the UNP proposes to set up a military council compromising the chiefs of the armed forces who would be conducting offensive operations.

In addition, a committee of retired generals will be appointed to advice the council on strategy and tactics. The intention is to “adopt a strategy to deescalate the fighting with a clear object and (political) plan” said the eight page manifesto.

If elected to power the UNP also wishes to raise the standard of the military to professional levels. This would be achieved by appointing an independent panel to handle procurements.

In addition to these proposals the manifesto also lambasted Kumaratunga, for her attempts to devolve power to regional groups.
