Parliament has been summoned to meet on Thursday September 14 by President Chandrika Bandaranaike Kumaratunga to obtain approval on the Presidential Proclamation on the State of Emergency. The proclamation issued by the President on Monday, extending the state of emergency in the entire island by one month from that date has been sent to the Secretary General of Parliament, Dhammika Kitulgoda. “ The special session of the dissolved Parliament is being summoned by the President under the powers vested in the President by the constitution,” local newspapers stated. According to political sources, there were provisions in the constitution to re-summon a dissolved Parliament by the President, in the event of an emergency situation.
