First ever barge mounted power plant commissioned
[08 September 2000]

The first ever Build-Operate and Own (BOO) power plant in Sri Lanka costing Rs. 5 billion was officially commissioned yesterday by Irrigation and Power Minister and Deputy Defence Minister General Anuruddha Ratwatte to supply 420 million units of electricity per year.

It will be owned, operated and maintained by Colombo Power (Private) Limited established as a BOI company equally owned by two reputed Japanese companies until 2015.

The 60 MW power plant is located in the Port of Colombo and will have an underground super high voltage cable connecting it to the Kelanitissa Gas Insulated Sub Station and the National Grid of the Ceylon Electricity Board (CEB) to fulfil 5 per cent of the power demand.

The barge which has four generators is designed and manufactured to adhere to all environmental rules and regulations giving special attention to levels of emission, noise and vibration.

Using a Branch line, the Ceylon Petroleum Corporation (CPC) will supply the heavy fuel oil needed by the diesel engines to run the generators.

The space needed for the barge has been leased from the Sri Lanka Ports Authority. The project provides the lowest tariffs from any private sector thermal power plant in Sri Lanka.

The establishment of the power plant will be a boon for Sri Lanka as it can be moved to supply electricity to other parts of the country if a sudden electricity crisis arises.

Also the power plant is one of the major development projects carried out by the government to uplift infrastructure facilities in Sri Lanka even with the heavy expenditure on war which has become a heavy burden to the country.
