British and European Observation Missions monitoring the Parliamentary Election declared the 11 Parliamentary Election was free and fair on the whole. This was revealed at a meeting held to submit the reports of the Election Observation Missions. The three member British group of parliamentarians stated that the 11th parliamentary Election is free and fair compared to the situation which prevailed in the 1989 election which was marred with blood shed, gang intimidation, impersonation and stuffing of ballot boxes. Further the British reports stated that 11 per cent (1,317,791) of the voters in the LTTE grip were effected by the violence of LTTE. However, more than 80 per cent of the voters were keen enough to exercise their vote to claim for the right to democracy.
