The President Chandrika Bandaranaike Kumaratunga vowed to bring before year-end, constitutional reforms similar to those discussed last year. The major reason to seek constitutional changes at this moment was to end the ethnic war and to change the ‘bizarre’ electoral system, she said. She emphasised that, “No government in this country will ever have a clear majority under the present constitution.” Asked when she planned to establish the new constitution, President Kumaratunga replied confidently that it would be before the end of the year. The President blamed the opposition for blocking previous attempts to reform the constitution through parliament, where any amendment needs a two-third majority.
