The United States and Britain have instructed all financial institutions to freeze the funds of several international terrorist organizations including the LTTE. The US government has merged the list of foreign terrorist organizations with the list established by the US President George W. Bush in the wake of the September 11 attacks. This means that neither the LTTE nor any front organisation of the LTTE nor any LTTE supporters nor activists can collect funds in the United States, now or hereafter. All assets, property and interests in such property of the LTTE and its supporters and front organisations are frozen. Individuals or organisations cannot assist in, sponsor, or provide financial, material, or technological support for, or other services to the LTTE. The LTTE was first designated a Foreign Terrorist Organisation by the US in 1997. The United Kingdom, in tandem with the US authorities, has ordered the freezing of assets of 25 more of the world’s terrorist organisations, including the LTTE. “Those listed organizations are believed to have committed or pose a significant risk of committing or providing material support for the acts of terrorism”, Her Majesty’s Treasurer said. “These organizations will find no haven for their assets in the UK”, Chancellor of the Exchequer Gordon Brown said. The Chancellor expects all financial institutions to check their records and freeze the assets of those named wherever found. The LTTE depends very heavily on its international fundraising network to finance its terrorism in Sri Lanka.
