The Constitutional Council to be set up under the 17th amendment to the Constitution for the establishment of Independent Commissions for the Public Service, Judiciary, Elections and the Police will be in place before February 4, Independence Day, Minister Prof. G.L. Peiris announced Wednesday. The up-coming local Government elections would be held under Independent Police and Election Commissions, Prof. Peiris said at the Cabinet press briefing. The ten-member Constitutional Council comprises the President, the Prime Minister, the Leader of the Opposition, the Speaker, five members jointly agreed on by the Prime Minister and the Leader of the Opposition and a member nominated by the minor parties not belonging to either the Prime Minister's or the Opposition Leader’s party. The 17th amendment was passed unanimously in Parliament in September last year but its implementation was delayed as a result of the dissolution of the House the following month.
