“Committees will help identify sources of tension” – Prof. G.L. Peiris

The committees established during the second phase of the first round of peace talks held in Thailand were ‘a simpler and more effective mechanism when compared to the complexities associated with the mechanism of setting up a Joint Task Force’ This was stated by Prof. Minister G.L. Peiris at the Cabinet press briefing held today. 

“The government and the LTTE have agreed that it is not absolutely essential to insist upon transitional or interim arrangements. Both sides agree that it is deep discussion and not war that is needed,” he added. 

Minister Peiris explained that a committee headed by the two leaders - himself for the Sri Lankan government and Dr. Anton Balasingham for the LTTE - was established to ensure continuous contact between the two sides. This would allow them to identify the sources of tension, he said. 

“This committee allows for direct discussions on key issues between myself and Dr. Balasingham, which helps us to work towards the end result faster, as we are not limited to the specified talk dates. Minister Rauf Hakeem is also a member, while Dr. Balasingham has the authority to appoint another representative from the LTTE.” 

“Another 18-man security committee was appointed, with nine representatives from either side. This would enable direct discussions between the two sides on security issues”, he said. 

An eight-member committee, four from each side, headed by Bernard Gunathilake for the Sri Lankan government and Thamilchelvam for the LTTE, was set up to prepare the ground work for the upcoming Pledging Conference to be held in Oslo, Norway on the 25th November 2002, Minister Peiris explained. 

“There will be political representation of the highest level from other countries. The money received here would be external or foreign aid and not money from the Budget. It would be in the form of donations or loans on very low interest rates. This is a conference to gain resources and support for the whole country”, he said. 

The third session of the talks will take place 2-5 December 2002 in the Norwegian capital, Oslo.
