President writes to UN Secretary General
[September 16, 2003 - 4.30 GMT] 

President wrote to UN Secretary General Kofi Annan on Friday 12th September regretting her inability to attend the UN General Assembly in New York later this month.

The President has explained to the Secretary General a contributory factor for her inability to attend was the inexplicable delay by Sri Lanka’s Permanent Representative and the Foreign Ministry in transmitting the UN communication to her office. Another reason she said was the present political situation in Sri Lanka, which makes it difficult to be away during this period

Full text of President Chandrika Kumaratunga’s letter to the UN Secretary General:

Secretary General of the UN,
New York.

Excellency,

UN Informal Interactive Panel Discussion on HIV/AIDS

I write with reference to my letter dated 19.08.2003 informing you that I would be happy to attend and speak at the above meeting scheduled for 22nd September 2003.

I now regret very much to inform you that I will not be able to attend this meeting, due to the situation at home which causes several issues of concern to the country and the government.

Your invitation dated 23.07.2003 was not received by me. However, your invitation to me dated 31.07.2003, sent to me by Sri Lanka’s Permanent Representative and the Foreign Ministry, was received in my office only on 12.08.2003. As I did not wish to delay a response to you any further, a positive reply was sent to your invitation, in the hope that I would be able to attend. My Secretary informs me after closer study of my diary and taking into consideration the present political situation in Sri Lanka that it would not be advisable for me to be away during this period.

Please accept, Excellency, my sincere regrets for any inconvenience caused to you.

I look forward to welcoming you in October, 2003 in Sri Lanka.
