HRC
gets boost from Switzerland [March

The Ambassador of
Switzerland Bernardino Regazzoni and the Chairperson of the Human Rights
Commission (HRC) of Sri Lanka Radhika Coomaraswamy March 26 signed an
Agreement providing Rs. 3.8 million to support a programme to combat torture
through monitoring places of detention in Sri Lanka.
The HRC will recruit ten
persons as Investigating Officers to carry out surprise visits to custodial
institutions including police stations, prisons, juvenile homes and
psychiatric institutions, as an effective check against human rights abuses
in such places. The Officers will examine the procedures and conditions in
these institutions for consistency with national law and international
standards.
