Sri
Lanka, Pakistan agree to transfer convicts Sri Lanka and Pakistan today concluded a Transfer of Offenders Agreement, signed between Secretary Ministry of Foreign Affairs S. Palihakkara and High Commissioner in Sri Lanka for Pakistan Bashir Wali. This gives effect to the Commonwealth Scheme for the Transfer of Convicted Offenders and provides the necessary legal framework for the transfer of sentenced persons. The Act requires a bilateral agreement in order to extend the provisions of the Act to a ‘specified country’. The Agreement facilitates the successful rehabilitation of prisoners into society. It also gives foreigners convicted of a crime in a foreign country the opportunity of serving the sentence in their own country. Sri
Lanka has already concluded Prisoner Transfer Agreements with the United
Kingdom and Hong Kong and is to sign an agreement with Kuwait in the near
future.
