Foreign Minister Lakshman Kadirgamar told a news briefing yesterday that the government and the LTTE had no formal agreement regarding the handling of post tsunami rehabilitation and reconstruction funds. At the briefing in Colombo organized by the CNO (Centre for National Operations) the Minister said the process of working on reconstruction and rehabilitation moved ‘hour by hour’. He sincerely thanked all the UN Agencies and volunteer forces that rushed to Sri Lanka in the immediate aftermath of the December tsunami. The Head of the Reconstruction, Rehabilitation and Resettlement Harim Peiris said that in keeping with international practices and government policy, no foreign donors would deal directly with the LTTE when releasing funds. Kadirgamar commented on the complications that had arisen regarding the
issuing of death certificates for those whose deaths cannot be confirmed. He
said family members under normal laws would have to wait seven years for a
death to be confirmed and said therefore special provision would be made
regarding the issuing of death certificates for tsunami victims.
