All Non Governmental Organizations would be obliged to open new bank accounts to remit funds raised by them for tsunami relief and rehabilitation. The Central Bank yesterday instructed all commercial banks in Sri Lanka to put into operation a special scheme titled “Post Tsunami Inward Remittance Accounts”. As such all NGOs operating in the island will have to open new accounts for funds raised by them locally and internationally. A Central Bank communiqué states that if any NGO wishes to open more than one account in different banks or their branches it will be permitted to do so. The Government recently put in place mechanisms for the General Treasury to follow accepted fiscal procedures in the disbursement of all overseas assistance received by the state. NGOs were also requested to adhere to Treasury guidelines.
