Information on-line to
monitor Provincial Development

A
Management Information System (MIS) is now in place, which will enable
authorities at the center and in Provincial Councils to monitor progress
of all development activities in the provinces.
The
progress reports of the work in the seven main sectors i.e. Education,
Health, Highways, Power, Irrigation, Agriculture and Livestock will be
available on line by next month and will be monitored at the President’s
Office and at the Finance Commission.
President Kumaratunga decided to introduce this new online system to
remedy and avoid identified weaknesses in the performance of the
development activities of Provincial Councils. This is a part of the
Finance Commission’s ICT capacity building exercise which was launched
in last May.
Provincial Council Chief Secretaries and a group of Provincial Planning
officials were in Colombo yesterday [18th July] at the
invitation of the Secretary to the President W. J. S. Karunaratne to
gain first hand knowledge of the new system. Mr. Karunaratne emphasized
that using ICT is vital to improve quality service delivery.
The
Secretary of the Finance Commission T. G. Jayasinghe said that the new
system would improve the quality of progress reporting from the
provinces. The proposed public expenditure tracking system will enhance
public accountability, performance monitoring by civil society and
accelerate the proposed Citizen Card system.
It
is believed this new MIS will help to monitor the progress of provincial
development projects more systematically and accurately and also
facilitate the economic utilization of resources. Each provincial
monitoring unit will be equipped with the required technology and
skilled manpower. It will ensure the authorities have easy access to
information on all aspects of development activities in the provinces.
IT Steering Committees will be set up in each Provincial Council to
ensure that a long-term ICT roadmap is developed and minimum quality
standards are set for procurement activities.
