Security forces compelled to take defensive measures  -President to Kofi Annan [Saturday, September 16, 2006 -8.30 GMT]

President Mahinda Rajapaksa has told UN Secretary General Kofi Annan that the Sri Lankan security forces had been compelled to take measures to defend themselves in the face of widespread provocations by the LTTE.

President Rajapaksa and Mr. Kofi Annan are in Havana , Cuba , participating in the 14th Summit Conference of the Non-Aligned Movement.

Mr. Kofi Annan indicated to the President his willingness to assist in whatever way he could in bringing about peace in Sri Lanka .

President Rajapaksa told Mr. Annan that for a number of months the security forces had been restrained while suffering extensive casualties. He noted that access to the areas of conflict had been given to the ICRC and UN agencies for relief work. However, the Government would provide such access only to internationally recognized NGOs as there were some NGOs that did not perform a useful function.

Referring to Human Rights and related issues President Rajapaksa informed the UN Secretary General that his Government would appoint a commission within the legal framework of the country to investigate extra-judicial killings, abductions and disappearances. He also said that foreign observers will be appointed to ensure the impartiality and transparency of the commission of inquiry.

Associated with the President in his meeting with the UN Secretary General were Foreign Minister Mr. Mangala Samaraweera, Secretary to the President, Mr. Lalith Weeratunga and Secretary General of the Peace Secretariat, Dr. Palitha Kohona.

President Rajapaksa also held separate discussions with several leaders of NAM countries exchanging views of bilateral and international affairs.
