The talks between the government and the LTTE will centre around seven core issues, democracy, multi-party system, pluralism, human rights, child recruitment, development of the North and East and devolution said Defence spokesman Minister Keheliya Rambukwella, speaking at a press conference held at the Media Centre for National Security (MCNS) today. He said Norwegian ambassador Hans Brattskar had traveled to Kilinochchi today with the government response and that he should return with the LTTE’s confirmation of participation in the peace talks. According to the MCNS the Minister said that President Mahinda Rajapaksa had emphasized that it was important for the peace talks to be centered on these seven core issues. He stressed that the government would not be trapped by the CFA and it would reserve the right to respond appropriately if the LTTE resorted to violence during or after peace talks. The MCNS reports the Minister elaborating that democracy would enable all citizens to participate in the democratic process and that the multi-party system would ensure full freedom for political parties to function democratically. As for human rights the Defence Spokesman said the responsibility of safeguarding human rights worked both ways and no party could shirk the responsibility. The Minister further said that the accelerated development of the North East will contribute to social stability in the area. On an invitation extended by India, a delegation of the All Party Committee will participate on a study tour of the Panchayat system, functioning in India.
