SLFP Ex-Co approves devolution proposals

The Executive Committee of the Sri Lanka Freedom Party (SLFP) yesterday (14) unanimously approved the party’s Devolution Proposals with three significant amendments. The amended proposals will be now presented to the All Party Representative Committee (APRC).
  
The first amendment refers to the nature of the state. The new formulation is as follows:  

“Sri Lanka is a unitary State, which is sovereign and independent.”
  
The second amendment is the incorporation of a new section under the title “Internally displaced people”. It reads as follows: “Priority will be given to speedy allocation of land to persons displaced internally due to ethnic conflict and natural disasters and their resettlement without delay.”
  
The third amendment is also the introduction of a new section titled “Recruitment of child soldiers”. It reads thus: “ New legislation will be brought to prevent children from being recruited for purposes of war.
  
“Since recruitment of children for purposes of war is not only a war crime but also a crime against humanity a special unit will be established under the Attorney-General’s Department to take judicial action in such instances and to lodge complaints in International Judicial Tribunals where necessary.”
  
The devolution proposals also state that the state shall give to Buddhism the foremost place and accordingly it shall be the duty of the State to protect and foster the Buddha Sasana, while assuring to all religions the rights grated by Articles 10 and 14 (I) (e) of the present constitution.
