President Appoints High-Level Committee of Experts - To Examine and Supervise Settlement of Sri Lanka’s Maritime Boundaries
[Wednesday, May 23, 2007 - 11.00 GMT] His Excellency Mahinda Rajapaksa has appointed a High-Level Committee of Experts to Examine and Report on certain concerns regarding the proposed DEOCOM Survey of the Continental Margin of Sri Lanka. The Committee will be headed by Mr Christopher M Pinto and Dr Hiran W Jayewardene who will serve as Co-Chairmen. Both Mr Pinto and Dr Jayewardene served as successive Heads of Delegation for the Sri Lanka Delegation to the United Nations Conference on the Law of the Sea, and were responsible for the negotiations leading to the special exception made for Sri Lanka consequent to Sri Lanka’s objection to being bound by a general rule of delimitation under the 1982 Law of the Sea Convention. The terms of reference for the Committee will be inter alia to consider certain representations made to H E the President recently regarding the proposed DEOCOM Survey, to review the proposed DEOCOM survey plan in the light of the above, and to report on the findings and any shortcomings, with proposals for mitigating the anticipated losses to Sri Lanka. Other members of the Committee are : Dr Neil de Silva, Director General, Petroleum Resources Development Secretariat, Mr Saliya Wickramasuriya, Prof P W Epasinghe, Advisor to His Excellency the President and former Chairman of NARA, and Mr Chris Dharmakeerthi, Chief Operating Officer, Strategic Enterprises Management Agency. In view of the importance and urgency of the task, the Committee is to immediately commence and continuously monitor, advise and report to the Presidential Secretariat to supervise the submission of Sri Lanka to the United Nations Commission on the Limits of the Continental Shelf (CLCS) until successful completion and up to promulgation of the boundary limits.
