All member countries of the UNHCR were called on to reject any action to promote mechanisms that lead to partiality, selectivity and double-standards, in the genuine interest of the improvement of the protection of Human Rights, said Ambassador Kunanayakam, at the Plenary Meeting on the United Nations Human Rights Council (UNHCR) in Geneva yesterday (26). She said so during the at Right of Replies at the Plenary responding to statements on the credibility and independence of the LLRC report, and the transmission of the Darusman Report on Sri Lanka to the UNHRC.
Ambassador Kunanayakam condemned the a priori judgment made on the domestic mechanisms used by the government to resolve the issue of reconciliation.
Furthermore, she stated that the report forwarded by Secretary General Ban Ki-Moonto the UNHRC was contrary to established codes of the council’s constitution, which made it all the more “inappropriate, irregular and procedurally improper”.
She categorically stated that “the report, which was neither the product of a request of either the HRC nor any other intergovernmental body, may be viewed as an attempt to legitimize a document which is based on undisclosed sources and has no evidentiary value.” She expressed fears that motions of this genre can establish a bad precedent which will be prejudicial to the future effectiveness to the council.
In conclusion the Ambassador, invited all member countries to “reject any action to promote mechanisms that lead to partiality, selectivity and double-standards”, in the genuine interest of the improvement of the protection of Human Rights.
