The present public sector AR was introduced in 1968 and FR was introduced in 1962. They are used in public sector without any amendment for the past fifty years.

The system of AR and FR were introduced before the introduction of the open economy and the officials say that the age old regulations hinder tender procedures and other important processes of the government.

The government has already started to compile a set of new AR and FR which are much simpler and they are expected to enhance the productivity of the public sector.

The new AR and FR are to be introduced within three months.
