“Narrative iii” is a compilation of third party views on the last stages of the war in Sri Lanka. This third party narrative gives a deeper insight to the events that had been left out of the dominant international discourse on the conflict in Sri Lanka.
It makes valuable assessments of the short comings of and the emphasis in raising allegations against Sri Lanka on alleged war crimes and violations of humanitarian war by the UN Panel of Experts (PoE).
This report also goes beyond the Lessons Learnt and Reconciliation Commission (LLRC) brining in the wider humanitarian issues caused by the LTTE’s use of Tamil civilians as human shield during the fighting after the fall of Kilinochchi: It also gives a necessary insight into the many short comings of the UN institutions in preventing the LTTE’s use of human shields, separating the civilians from combatants, as well as the failure of the international community to understand the true nature of LTTE terrorists, and their belief that there could be no military solution to the terrorism that prevailed in Sri Lanka.
It is a joint narrative of Marga Institute and the Consortium of Humanitarian Agencies (CHA). The work on compilation of “Third Narrative” was led by Mr. Godfrey Gunatilleke, Mr. Jeevan Thiagarajah and Mr. Asoka Gunawardene and supported with the important contributions and insights from other members of the group.
