China and Russia are among the participants in a defense confab initiated by Sri Lanka to promote regional peace and stability through mutually beneficial dialogue and cooperation.
Sri Lanka will initiate and host the inaugural South and Southeast Asian Nations (SASEAN) Defense Chiefs' Dialogue- 2014 with the participation of Defense Chiefs in the region, from 27th to 29th November in Colombo.
The conference, first of its kind, will be held at the Kingsbury Hotel in Colombo and the Water's Edge Hotel in Battaramulla.
Defense chiefs of the eight SAARC and ten ASEAN member nations will attend the event, and in addition high ranking defense officials from China and Russia are also expected to participate as observers.
"Coinciding with the Defense Chiefs' Dialogue the Russian Neustrashimy class frigate "Yaroslav Mudry (727) of the Russian Navy's Baltic Fleet (BF) is scheduled to arrive in Colombo later this month, the Military Attaché at the Russian Embassy in Colombo, Colonel Dmitry Mikhaylovskiy has told The Island.
The Russian Deputy Defense Minister Anatoly Antonov would be attending the three-day conference while China is expected to send a delegation of high ranking military officers.
India, Pakistan, Bangladesh, The Maldives, Malaysia, Thailand and Brunei have confirmed their participation in the dialogue.
The SASEAN Dialogue is initiated with the objective of promoting regional peace and stability through dialogue and cooperation in the spheres of Defense and security, promoting mutual trust and confidence through greater understanding of Defense and security challenges, and contributing to the establishment of a SASEAN Security Community (SSC), the organizers said.
This regular common forum for the Defense Chiefs of Asia is expected to reinforce the vision of The Conference on Interaction and Confidence Building Measures in Asia (CICA).
The inaugural meeting in Sri Lanka is to be followed by annual meetings hosted by the members of the SASEAN Defense Chiefs' Dialogue in rotation decided at the preceding meeting. A secretariat is to be formed and a mandate for the secretariat to function during the intervening period is to be adopted at the inaugural and subsequent meetings.
