President Maithripala Sirisena says the gazette notification related to the 20th Amendment to the Constitution is only a guideline to a new electoral system.
He said formulation of fair and good electoral system is a difficult task and a challenge severe than formulating of a new constitution itself.
The President was speaking at the opening of newly constructed administration building at Pradeshiya Sabha, Kotikawatta.
He stated that the platform is now open for ideas and proposals regarding achieving this goal through the issuance of gazette notification on the 20th Amendment to the Constitution.
“The clauses in the Government Gazette Notification are not the ultimate opinion; those facts can be argued in the Parliament and the courts or in the society”, President Sirisena said.
“Anyone can propose fundamental clauses to the proposed electoral reforms which are needed to fulfill the aspirations of the people belonging to all communities. This electoral reform ensures justice for minor political parties in the parliament as well as the main political parties in the country”, said the President further.
The existing preferential voting system introduced by the present constitution paves the way for a crude political culture, he pointed out. To create a disciplined and respected political culture unquestionably, we should change the present electoral system and the preferential voting system, the President said.
